Grossly graphic cigarette labels - Is this an effective scare tactic?

What causes about 443,000 deaths in the U.S. a year?

Per the FDA, come fall 2012 U.S Cigarette makers MUST SHOW a GRAPHIC picture
with a warning on the cigarette label on the negative health effects of using tobacco
(there will be nine different pictures).

  

Some of the grotesque images:

• Rotting, diseased teeth and gums
• Man with a tracheotomy smoking
• Corpse of a smoker
• Diseased lungs
• Mother holding her baby with smoke swirling around them
